Tom Carpen

Chair, National Infrastructure Planning Association  

Tom is an experienced infrastructure planner specialising in nationally significant infrastructure projects. Over 20 years he has held a wide range of project, policy and leadership roles in consultancy, local, London and central government, at the Planning Inspectorate and now as Consents Lead for Thames Water's portfolio of new major water projects.

 

Tom is also Board Chair of the National Infrastructure Planning Association (NIPA). NIPA is a membership organisation for practitioners in national infrastructure planning, with members from across public, private and third sectors.

 

Tom holds an executive MBA and MA in town and regional planning. He is a member of National Trust's Historic Environment Advisory Group and as a keen grower of fruit and veg, dreams of retiring to a historic walled kitchen garden one day.
