Kelvin is a Senior Departmental Fellow at the Department of Land Economy, Cambridge University.

 

He is the Specialist Adviser on planning policy to the House of Commons Levelling Up, Housing and Communities Select Committee, having worked recently on the Inquiries into Local government and the path to net zero the and the Future of Planning in England.

 

He has been an Examining Inspector for nationally significant infrastructure projects at the Planning Inspectorate, having worked on a range of projects including the proposed Lower Thames Crossing and Manston Airport.

 

He is a Visiting Principal Lecturer at the School of Applied Sciences at Brighton University and on the Editorial Board of Town Planning Review and has been a Guest Editor for Planning Practice & Research.

 

He was previously the Chief Policy Adviser to the Royal Town Planning Institute and a Trustee of Shelter.  He is now the Chair of the Board for homeless charity BHT Sussex and is on the Advisory Group for the Cambridge Centre for Housing and Planning Research (CCHPR).

 

He is Chair of the Royal Town Planning Institute Partnership Boards for the Chinese University of Hong Kong (CUHK) and for Liverpool University.

 

He is a Fellow of the Academy of Social Sciences and of the Royal Town Planning Institute and a ‘Distinguished Professional’ Member of the Chartered Institute of Housing.
