Joseph works as part of the team at Natural England designing, creating and implementing the flagship new nature policy for England, ‘Biodiversity Net Gain’ (BNG). He works in a team developing and rolling out a plan for Monitoring and Evaluation of the policy.

BNG was made mandatory on 12 February 2024 following years of trials and development. The policy affects a wide bracket of land developments, enforcing a biodiversity gain (measured using habitat as a proxy) of at least 10%. This means development will result in more or better-quality natural habitat than there was before development. BNG aims to benefit people and nature directly, helping communities enjoy and thrive in high-quality natural surroundings.

Joseph’s professional background is mostly in the private sector, working in renewable energy and climate mitigation financing.
