Emma Wilson

Emma is a Chartered Planning & Development Surveyor and Town Planner, leading Plymouth City Council’s development team as Head of Regeneration and Growth. In this role, she leads the delivery of 10,000 new homes in partnership with Homes England.
Emma holds a BSc in Human Geography and an MSc in Development Planning from the University of Reading. She began her career as part of the inaugural English Partnerships Graduate Scheme, gaining hands-on experience in estate regeneration projects such as Robin Hood Gardens in Tower Hamlets, the Mardyke Estate in Havering, and Craylands in Basildon.
Her career spans several major housing associations, covering the full development lifecycle. Most recently, as Head of Development Policy & Strategy at Sovereign Network Group, where Emma developed the Homes and Place Standard alongside HTA Design—a groundbreaking tool for assessing and improving the quality of new developments.
She is passionate about creating high-quality places that support people, foster growth, and enhance the environment.
